Overview of VBCCO

The Virginia Beach Council of Civic Organizations (VBCCO), established in 1959, is a 65-year-old non-profit organization committed to educating civic organizations about city government. As the city’s largest and longest-standing coalition of neighborhood associations, VBCCO aims to foster community development and provide a unified voice for civic leagues throughout Virginia Beach.


Our Purpose

The primary goal of the VBCCO is to connect, support, and amplify the efforts of local civic organizations, creating a collaborative forum to address neighborhood issues and improve quality of life across Virginia Beach. We work closely with city officials, businesses, and community members to ensure that every civic organization has a voice in city decisions and can advocate effectively for their neighborhoods.


Our Mission to Educate

At the core of VBCCO's mission is education. We believe that informed citizens make effective community leaders. VBCCO provides resources and programs that help civic leagues and their members stay knowledgeable and engaged on key issues, policies, and processes affecting Virginia Beach. Our educational initiatives include:

  1. Guest Speakers and Educational Programs: We host expert guest speakers on topics such as land use, public safety, city planning, and leadership development.
  2. Conversations with the City: This signature program fosters open discussions with city officials and community leaders on critical topics like infrastructure, housing, and economic development, ensuring civic league members understand city policies and have opportunities to share their perspectives.
  3. Resources and Advocacy Tools: VBCCO offers guidance on navigating local government processes, writing resolutions, and collaborating effectively with city agencies. We provide resources such as strategic planning guides, sample documents, and best practices for advocacy.
  4. Community Events and Forums: VBCCO’s events, like the Mayoral Forum, allow civic league members to directly engage with candidates and participate in shaping the city’s future. These events also provide opportunities for networking, learning, and collaboration among civic leaders.
  5. Volunteer Opportunities: VBCCO thrives on active volunteer participation. We invite members to join our committees and initiatives, contributing to community-driven projects and educational programs.
  6. Communication and Networking: Regular newsletters, social media updates, and meetings keep civic leagues informed about citywide developments, legislative updates, and upcoming events. We facilitate communication and collaboration across neighborhoods to strengthen community bonds.
